I understand your concern about creating "eye-catching" ads. In the beginning, ad design probably has the steepest learning curve. But, if you stick with it, you will become proficient. Your initial ads may take you a little longer, but I'm sure they will be just fine.
The best little trick is clipart. Don't think that you need to actually "design" or "create" any image. There are many sites that have millions of pictures, cartoons, graphics, and more. They work wonders on your ads. Just cut/paste, add some text, and contact info - you'll have an eye catching ad that people will love!

If you are dead set on farming out the design work, you have a few choices.
- Elance
- this website allows you to hire contract workers from anywhere around the world. You just tell people what you are looking for, set the timeline, and the price. People will submit bids. You can choose one or more offers. It is a great way to get things done quickly and professionally.
- Cost? If you choose a person in the USA to do the work, it may be more costly; outsource to India and you should find a cheap designer.
- Local College/University Student
- you may be able to find a local college/university student that is taking graphics design and would be happy to make a little extra "partying" or "food" money. They would be very reasonably priced and happy to do the work.
- Trade services
- find a local company that needs to advertise its business. Offer to give them a healthy ad space in return for free design work. Of course, you'd also mention in their ad that they designed all other ads in the newsletter. They would do great work because they would want their ads to bring in new business
